Huge rippling gulfs and sparkling straits stretch into the distance. Serpentine, fjord-like bays lie beneath towering pine-covered limestone mountains. A-listers, oligarchs, and Gulf state billionaires are flocking to the region around Montenegro’s Bay of Kotor to berth their superyachts. The stores stock high-end luxury brands like Dior, Rolex, Burberry, and Balenciaga. Luxury penthouses sell for millions. The Saudi royal family has even relocated its golden fleet of mega-yachts here from Monaco on a 30-year lease. Tucked away between a cluster of former Yugoslavian countries, Montenegro sits across the Adriatic from Italy, with Croatia to the north and Albania to the south. Montenegro is benefiting from a huge “Path of Progress” rolling down from neighboring Croatia… Truly, it’s already crashed into the Bay of Kotor... Tourism is booming in Croatia. It’s among the hottest destinations in Europe. Almost 22 million visitors came in 2025. This is a country of less than 4 million people! So more than five times the population came to visit, and most of those went to the stunning coastline... Montenegro shares this coastline, characterized by clear, turquoise waters, historic towns, and rugged mountainous backdrops. Though if anything, the Bay of Kotor is more beautiful. And it’s UNESCO World Heritage old town is every bit the equal of Dubrovnik. Today, a new one-bedroom at Porto Montenegro can run €640,000 to €740,000. Two-beds can push beyond €1 million. That's one end of the bay. Travel around the water and you reach Portonovi. Another vast luxury community. A superyacht marina. Europe's first One&Only resort. Restaurants. Beach clubs. Pools. Tennis. Spa. Right now, Portonovi itself is advertising residences starting from €850,000. Not villas. Apartments. I’ve seen two-beds here listing for over €1.2 million. And then there's Luštica Bay.
